This is part of an anti-littering campaign in Australia.
If you don't feel like blowing it up, the copy says "This is the rubbish dropped around this bus stop since Monday." And, of course, every day it builds up.

Woody, is there any follow-up suggesting that the amount of trash discarded at this location decreased in the ensuing weeks?
